Answer:The American Civil Liberties Union (ACLU) is not a government agency, and it decides what issues to become involved in on a case-by-case basis. The concept of civil liberties encompasses many more issues than discrimination prohibited by the laws enforced by the HHS Office for Civil Rights. It also concerns individual freedom issues found in the Constitution --freedom of speech, association, and religion are counted in the civil liberties category.
