Preliminary Results of the FDA-funded Study Suggests Approximately 1.5-fold Increase in the Risk of Blood Clots for Women

The U.S. Food and Drug Administration (FDA) has informed the public that it has not yet reached a conclusion, but remains concerned, about the potential increased risk of blood clots with the use of drospirenone-containing birth control pills. FDA has completed its review of the two 2011 studies that evaluated the risk of blood clots for women who use drospirenone-containing birth control pills, previously mentioned in FDA's Drug Safety Communication issued on May 31, 2011, and is continuing its review of a separate FDA-funded study that evaluated the risk of blood clots in users of several different hormonal birth control products (contraceptives). Preliminary results of the FDA-funded study suggest an approximately 1.5-fold increase in the risk of blood clots for women who use drospirenone-containing birth control pills compared to users of other hormonal contraceptives. Cost Sharing Eliminated for Insurance Coverage of Women's Preventive Services

Historic new guidelines that will enable women with private health insurance to obtain certain preventive health services, including contraception, at no cost, were announced on August 1st by the U.S. Department of Health and Human Services (HHS). The HHS guidance, which implements a section of the Affordable Care Act, was developed after recommendations were provided to the Department by an expert panel of the independent Institute of Medicine. The new HHS guidelines require new health insurance plans to cover women's preventive services such as well-woman visits, breastfeeding support, domestic violence screening, and contraception without charging a co-payment, co-insurance or a deductible. New health plans will need to include these services without cost sharing for insurance policies with plan years beginning on or after August 1, 2012. The rules governing coverage of preventive services allow plans to use reasonable medical management to help define the nature of the covered service that apply to women's preventive services. OPA Announces Anticipated Availability of Funds for Embryo Donation and/or Adoption Cooperative Agreement Projects

The Office of Population Affairs announces the availability of approximately $1.7 million of FY 2011 funding for 4 to 8 cooperative agreements related to frozen embryo donation and/or adoption. The cooperative agreements will fund projects that increase the public awareness of embryo donation/adoption or which provide services that facilitate embryo donation/adoption for individuals or couples. New Program Instruction: Title X Grantee Compliance with Grant Requirements and Applicable Federal and State Law, including State Reporting Laws

The Office of Population Affairs releases new Program Instruction to provide guidance to Title X Family Planning service grantees regarding Compliance with Grant Requirements and Applicable Federal and State Law, including State Reporting Laws. There are three documents that accompany OPA 11-01. Title X grantee staff should be fully aware of the content included in each of these documents, and have policies, procedures, and training in place to ensure compliance with all provisions included in OPA Program Instruction 11-01, as well as the other documents.
